My question is the listing limit. I have a premium store right now with 4000 items in it. I sell comic books with about $100 in sales a month. If I switch to basic store, can I only have 1000 items in my store at a time or "LIST" 1000 items. I have all my books listed till sold,. Does that count as a listing every month when they renew?
I would like to save some money, because over half my sales go to my premium store fees.

Every time a listing renews, it uses one of your free insertions.
So if you have 4,000 listings and switch to a store subscription that provides 1,000 free insertions, you will be charged an insertion fee for 3,000 listings per month.
eBay has a whole page in the online help explaining how free insertions work:

My question is WHY would you want a store of any level with your current sales?? If all you are selling is $100 a month with 4000 listings, I would say the writing is on the wall - A basic store is still going to cost you $21 to $27 a month leaving you $75 in sales to pay for your regular ebay fees and all your other expenses - You are in the hole on a monthly basis here right?? - Wouldn't it be more prudent to have a lawn sale and sell the books for .50 cents to current value and keep the profit for yourself?? When I sell comics in a lawn sale, they go for great prices and attract a lot of buyers when advertised - Though I'm sure you have more valuable books you may want to sell online only...
I shudder to think of how many sellers are in the exact same position you are right now...giving money away every month thinking it is their only option...

Yes, if your items are listed among the categories for the 10k additional listings, they will renew and be deducted from that total.

Just remember that the store level only affects how many listings are free to list, not how many you can have. Your listing limits are entirely separate and do not increase just because you pay for a store level increase. You could have 40,000 "free" insertions, but still be limited to 1000 items, and never get to use many of your free insertions.

Collectibles is one of the "select categories".
If that is where they are listed you have wasted your money on the premium store.
Check on the Overview page of your Seller Hub, your usage is shown in the Promotional Offers section.
