There are no elegible buyers for offers glitch

Many of my listings are eligible to send Watcher an Offer function and some show up as "send watcher offer Not eligible to send offers"

and I have this listing with 28 watchers and it always gives me the option to send offers but when I try to send the offer I get the glitch that says "There are no elegible buyers for offers" then if it's not eligible why give me the option anyway?

They are all the same format; Buy it Now + Best Offer.

Does anyone know how to solve this issue?

That's a lot of watchers.  Can you just lower your price and see what happens?

I have lowered the price b4 and this still happens. This listing is selling good for me but I would like to send some offers when sales are down but its not possible with this error.

I thought I read somewhere that watchers can choose if they want to receive offers on an item they are watching or not.

Maybe they just want to keep an eye on the item, but not interested in buying.

It seems unrealistic that the item has 28 watchers and ALL of them turned off offers?

I thought of this, but given the number of watchers, 28, that seemed unlikely to me.  Still, it could be possible, I suppose.  Just highly unlikely.  But then again, we just don't know.
