There are eyes on your item! Go for the Sale

Can anyone explain....   82 watchers...Up to 80% of those watchers are labeled "not eligible to send offers".

Huh?  Why so many excluded?  Criteria includes "listing duration"  (most are GTC that are older that 3 days) and/or "rules that manage the number of offers buyers receive".  

Am I wrong when I look at this and say  "eBay, why bother?"

What do I need to do to get the number of 'not eligible' to go down?

As you note, ebay has certain criteria they use to determine eligibility. It's out of your hands. Some that are not now eligible will possibly become eligible at a later date. Make offers on the eligible ones if you want to, and don't worry about the ineligible ones.

I ignore it. I know others have had success - but I've tried sending offers to buyers numerous times and haven't had 1 sale from it. As a matter of fact - the one item sold for the full price a few days later so I'm glad that watcher didn't accept my offer.
