How do I stop this error?
"The selected tax rate is lower than the minimum allowed value, or greater than the maximum allowed value"
I am trying to bulk upload a bunch of drafts and it won't list them because of this error.
All searches on the interweb are very old and talk about an area of the platform called "Payment from buyers" which I believe is gone. I can find this area on the platform: Account > Selling preferences > Sales tax table and everything is shut off. Actually the only thing you can turn on is the state of Missouri. I don't get it.

Are you being listed in the US trying to charge tax???

I figured out the problem.
When I began the draft listing process (create listing > multiple listing) I accidentally selected my state in the "selling details" instead of leaving it blank. Thank you to those who replied to my question.

You no longer have to input a tax rate or worry about the collection and remittance of state sales tax unless your state just recently passed an ecommerce sales tax law. If so anything prior to the effective date of the passage of that law you would be on the hook to collect and remit the sales tax only for sales in your home state.
For the rest of the states, including yours post any ecommerce tax law, eBay will collect and remit the sales tax to the individual states based on where the buyer is located. Other than the fees eBay charges on the sales tax amount the process is transparent to the seller since the tax is collected from the buyer.

You don't need to collect sales tax anymore, so you should not be using a sales tax table. Turn it off.
