How about when that pool table sells for way less than the BIN price?

But he'll get charged a non-refundable listing upgrade fee for that reserve, even if the item doesn't get any bids or if it gets bids that don't meet the reserve.

The tool chest, pool table, barber pole, compass, cash register are all under-charging for shipping. How did you determine those shipping rates? Did you put in the correct package dimensions and weight into the listing form? You need to make sure the dimensions are accurate when you set up a listing with calculated shipping. If you're using eBay recommended flat rates that the app sometimes offers, that is a mistake.

You can't change shipping after the item sell if that is what the OP is thinking. If shipping shows $5 to ship a 100 pound rock that sells for $5, seller has to cover the difference out of THEIR pocket not the buyer. Besides the pool table having to go freight which should/could be an option along with pickup only.
