They are breaking eBay rules and want to bring you into it as well.

Very likely, yes this is scam attempt.  Do not communicate any further with this person and block them as well.  Doing business off of the eBay platform can end your selling career here very quickly.  You should also report this person who is clearly violating eBay policy.  Don't do it.
