but i already added payment method .

how can i resolve this issue ,

What payment method are you trying to use? Perhaps eBay does not accept that payment. What subscription are you trying to purchase? More info would be helpful.

ebay probably means that you have to add a payment method as a seller, even if you have a payment method on record as a buyer. Just a guess. As @ckimodog said, more information would enable us to give a helpful answer.

Why are you trying to buy a Subscription (store?) when you have no listings and just signed up? You get over 200 inserts for free each month.

I am using Mastercard as a payment method . or i wana purchase starter subscription for my ebay seller account but there is a problem to add payment when i am on subscription dashboard .

You need to understand that getting a store subscription WILL NOT allow you to list more items or higher $ limits then what are shown in your selling limits. You need to build up your sells first, then open a starter store.
