I had someone send me a best offe for two of my items with Combined shipping. She sent her request around 7:30pm. I responded around 11:00pm. I was currently waiting on a response from the buyer, when I woke up this morning someone else had bought one of the items at full price and submitted the payment. Is this allowed. Is it ok to sell the item since the offer had not expired?

Yes, it is OK. Ship the item to the buyer who bought and paid. This nullifies your counteroffer. Items with best offers are always subject to another buyer coming in and making the purchase.

As above poster has said, the best offer person is done , as it sits and waits the 48 hours for them to decide anyone can come in and scoop it up like what just happened here.
Send your item to the person who paid. That's how it works

Look on the bright side, you got full price for the item.
I might message the offer maker and explain that one of the items sold.
They may still want the other item.
As the others have said, when an offer is just hanging, it can still be bought.
