I got this Christmas present for from a family member and I really don't like the perfume and I want to know if I can resell it it says not for resale so I would like to know if I can sell it because I don't like the perfect in a consignment shop

We've had this discussion before. "Not Meant For Resale" applies to the retailer, as everyone above has stated. That is the absolute truth.
It also has nothing to do with Vero.

Remember that some items marked 'not for resale' (may or) may not be properly labeled for retail sale according to some labeling laws.

Oh, the buyer has a lot to say about it. As I said above, just because you can does not mean you should.
I know I would not be happy to receive it.
And yes it has to do with Vero. A vero members can shut this listing down with one email or phone call to ebay.

Why shouldn't you? Please, point to the law that states that it's not allowed. It's not allowed for the VENDOR to sell "Not For Resale" items that they received as part of their contract with the manufacturer, but there is no such law binding an individual who received the promotional item with their purchase. They can do whatever they want with the item, including selling it.

A buyer that buys that and sees the not for resale verbage on the item may be inspired to leave some not very desirable feedback for that seller because of that.

As I explained, this is not only a legal issue but how an individual buyer will react to receiving it.
Unless the seller puts in a clear disclaimer so that informed buyers are aware, I would not appreciate receiving an item I paid for that is marked not for resale.
Amd there is a third thing to be aware of - VERO. I did not see who the manufacturer was so I could check the list. But I know there are VERO members who are not on it.
How will they react?
edited - I see it is Prada. High end. I wonder if they will just sit back and allow it.

When I read your post it got me thinking about a recent thread if there is correlation between a seller, the items he sells, and how well he does.
When you go into a B&M store, you take a general look around and decide quickly if you want to venture further in and check out other items,
If this is my first encounter with a seller, I will back out. He may have other items I may be interested in, but this encounter will have turned me off.
Like I said already, just because you can does not mean you should.
