Should ebay continue to charge their store owners the monthly fees while all the technical issues are hampering views and sales, or should they quit charging until issues are cleared up? what do you think??

Well, that would be nice, wouldn't it. But, of course, it's not going to happen. I believe they have been handing out free listing promo offers quite a bit lately though, so perhaps this is intended to mitigate a little of the hardship some sellers feel they have been facing. Or maybe these are no more than the normal free listing promos given out throughout a year.....
I think this is a lot like when you rent space at the mall and the mall owners disrupt the flow of buyer access by closing off great sections of the mall parking for resurfacing, or the city tears up huge portions of the street buyers have to use to get into the mall area, and now they have to go all around to the other side for entrance, and don't want to bother.
But you don't get anything knocked off your mall rents or cam charges because of this maintenance work being done. The ongoing work effort of maintenance and upkeep in general does sometimes impact business, but it is what it is. Usually it pays off in the end, so I just grit my teeth and keep on keepin' on.

Are you planning to try to force eBay to stop billing you? If not, why does it matter what people think?

I am getting way more than my money's worth on two different premium stores.
