Starter Store - Where do you sign up?

I just cancelled my other Basic Store because I do not like the new higher subsription fee. I would have preferred to downgrade to the new Starter Store, but could not find anyway to do this. The Spring Update lists all about it & states it will be available May 1, but so far there doesn't seem to be a way to sign up, anyone have a clue or perhaps it will magically appear tomorrow.

It's not May 1st yet. You can't sign up before then.

I hope you didn't pay an early penalty cancellation fee, as that would be waived if cancelling in May.
