Had the same account since 2007. I've sold approx 170 items total. After not selling the last few years I've recently started listing Items again. Seems Ebay considers me a new seller. After some research I've discovered there's some criteria i have to meet to expedite hold time on my funds. If I'm understanding correctly for new or infrequent sellers the following applies:
"payments are held until tracking shows delivered, or in 21 days if there's no tracking. This hold will stop after you meet the following conditions: You have 25 feedbacks for selling, it's been 90 days since your first sale and you've made $250 in sales"
What exactly does "This hold will stop" mean? When do they release funds once the criteria is met?
Also does any of my previous seller accomplishments count ie: feedback, days since first sale, or $250 in sales?

No.
Depending on item and price, they could hold the funds for 30 days.
When will the holds stop, only Ebay knows that.
I don't think feedback has anything to do with it now, could take a long time to get 25 new feedback.

'holds will stop' by ...sell items every month...anything...even .99 post cards 'every month' the holds will stop.
What you did in the past...is considered just that...'past'. Meaningless past.
Usually takes 30 days before funds are released...of the very first sale...maybe not all at one time.

This is applied to new and infrequent sellers.
The holds will vary, and as long as you are quick with your shipments after payments are provided, and you get a few sales in a row, the holds will lessen or be removed. (each sold item may have its own hold length, depending on amount of sale and your seller history)
Just remember, payments on hold means the money has been sent to you. This means you still act as though its in your pocket. Some sellers get confused and delay shipment, thinking they need to wait for the hold to release before they ship. Don't do that as it will count against you.
