I remember it that way, too. It was actually a relief to be told that new policies would be presented in semiannual clumps, though actual implementation dates for the announced changes have usually been spread out.
If I remember correctly, wasn't there a lot of moaning and groaning to get them to do it at 'scheduled' intervals?

Yeah Bill Cobb the ONLY eBay employee who ever blatantly lied to me (perhaps he had no idea and was just guessing).
It was during a town hall discussion about the "good news" update, I asked him a specific question (don't remember the details). He said "that won't happen", 24 hours later I was blocked from listing because the thing I asked about which is said would not happen....DID HAPPEN!
It was a temporary thing which they fixed quickly but still..............
