Here is what I sent a Buyer who did not do the right thing.
He did not receive the item and requested a refund I checked with Australia post and started a claim on lost postage items.
It was accepted and I was told that since it was under $100 the will refund the item costs as per their insurance policy.
On this advice from Australia Post in good faith (accounts for nothing) Aussie Post found the item after six weeks past delivery day and delivered it to the Buyer at Regents Park New South Wales.
During this time I had forward the refund believing it was lost. When notified of the delivery, I requested the item be returned or paid for and that I would contact eBay about the sale.
Buyer from Regents Park New South Wales, from has ignored my requests. What a low life during financially difficult times for a small business during Covid 19 lockdowns.
So here is what I sent. (please note original pictures proof of delivery with addresses have not been included).
Hi eBay Name
I was wondering if you have received this message can you please reply.
I have just received a message from Australia post that the item you purchased item went missing in the post has now been delivered. I have attached a number of photos.
If this is not the case can you let me know as I will start proceedings with Australia Post.
In good faith I refunded you the amount of $51.90.
If you still want to keep the item then can you forward a payment of $51.90 to the following PayPal account.
I have requested Australia Post to provide further proof of delivery and after discussions with eBay I intend to follow through with their advice.

I am so sorry.
Your Buyer will likely continue to ignore you. He/she shouldn't, but e-Bay will not engage further.
It is terrible when people (buyers or sellers) do not do the right thing. You acted in good faith. Maybe your Buyer will find it within him/her to do so also and repay you.

If the buyer doesn't respond, send a hard copy letter to the Regents Park address, register it, much the same as the email, but word it a bit differently.
ie: I have been advised by eBay that your parcel has asrrived safely, and they have instructed me to send an invoice for repayment Please find enclosed the invoice with PP and direct debit details for payment of this outstanding amount to be paid within 7 days of the receipt of this letter.
Something along those lines so they assume ebay has been notified, may not work, but worth a try.

You should not have said Aussie Post said it's been found and delivered and then let me know is this is not so.
That gives them the opportunity to dispute it was delivered.
I would've kept it short and sweet- Aussie Post informed me they found the package and it was delivered. If you intend on keeping it please repay or return it.
