Sold an item. Ebay sent me an email advising cancellation because of payment not made on time. I relisted the item. Received an email from buyer saying she got a cancellation, and she wants a refund. Ebay said she did not make payment. Wish I could speak to an actual ebay employee.

Kindly respond that according to eBay she never paid for the item nor did you ever received notification that she had paid. If she has an issue and thinks she paid it's her issue to work. She can't file a case with eBay since there is nothing to file against. She can't do a chargeback with her CC company if she never paid. It is possible that the CC company made a mistake and the funds are lost out in the ether somewhere but I highly doubt that is the case.
The buyer may be hoping that you simply issue them a refund on your own. Do not under any circumstances do that. Once you respond the ball is in her court and add her to your BBL.

Which item was it? Maybe your buyer is looking at the wrong listing. A couple of your latest sales were won by bidders who were very active in multiple auctions and also show a few retractions on their records.

Did eBay really "advise" you to cancel, or did they just let you know the option was available?
I read that as eBay informing the OP that an auto-cancellation took place, not that eBay was advising the OP to do something.
