Sold it item for local pickup and bidder 2 miles away used Paypal.

Sold this wheel. https://www.ebay.com/itm/153336864425?ViewItem=&item=153336864425&ppid=PPX000600&cnac=US&rsta=en_US(... We exchanged some messages resulting in me dropping the price $30 and I mentioning cash on pickup. He just paid with Paypal. Can I refund the Paypal payment and tell him to bring cash?

You can state you prefer cash but you cannot insist on it.

 

If you cancel you risk a defect.

Refund his paypal payment and have him pay cash at pick-up. He can look it over and if happy pay and take the item. If he pays with paypal he can claim he never received the item and you can't prove shipment because there is no tracking number.

Since you had your listing properly set as local pickup only, with NO shipping options, buyer has no Ebay or Paypal protection for INR. The only way they could "win" one with Ebay would be to show conversations on your side blocking the pickup somehow.  Paypal won't even cover it for an INR.

SNADs still apply with Paypal, not sure with Ebay.
