I had recently sold my first item. I had the shipping label set and it was shipped the following day. It was received and authenticated and supposedly meant to be delivered by FedEx on June 19th, 2021. With it being supposedly delivered to my buyer, my buyer disputed a request that the package was not delivered. FedEx, under the shipping history, says it was delivered. What do I do? Do I refund the money and what do I get out of this? FedEx lost the package or never came, am I at fault?

Do not refund. Enter the tracking number into the case- eBay will rule in your favor in a couple of days. This was forwarded to the buyer from eBay's sneaker authentication service, so even if it wasn't delivered to the buyer, you wouldn't be responsible for refunding.
To clarify: this was an Item Not Received claim, not a credit card chargeback, right?

It is not real clear to me from your post what exactly is going on. Did you ship to the "ebay authenticator"?
Did your buyer file an "item not received" claim? Or is your buyer just telling you they did not arrive?
Don't refund yet. If you used the authenticator service what you need to know can be found on the FAQ section near the bottom of this page:

What automated protections does eBay have for sellers?
We have automated protections for sellers who send their item to the Authenticator within their stated handling time. Once the item is inspected and has been forwarded to your buyer, you are fully protected against any negative or neutral feedback, the Item Not Received cases will be removed from your Service Metrics dashboard before your next evaluation cycle. Should an Item Not Received case be closed and a refund issued to your buyer, you will not be responsible for that refund as long as eBay has tracking confirming delivery to the Authenticator which can be found in the View Order Details.
If you used the eBay service, and the buyer has filed a claim against you, you are going to have to speak to a customer service rep that specifically deals with the "authentication" process. The regular ones are basically not knowledgeable, and may give you inappropriate advice.

Mine was an item not received claim. I have a PDF from FedEx that the package was delivered.

If the buyer opened a case with ebay for item not received and you receive a notice saying a case has been opened, then you need to find that case inside ebay and immediately upload the tracking #. Copy paste it into the case. It should be a slam dunk win for you.

You are a brand new seller and you sold a $200 pair of shoes?!? You are being scammed as scammers are attracted to new sellers like flies to the proverbial dung hill. If you are real lucky Ebay will see the tracking number that you need to upload. If you are unlucky they will hold your funds and then refund the buyer.
Two things to learn. First, do not sell expensive items if you are a new seller. And second, be aware that the shoe authentication program is a hornet's nest of problems created for the benefit of a few Ebay execs who have family members who are major shoe sellers on the platform.

@begonz_2998 As long as you have that delivered scan than you are fine. Just enter the tracking number in the case. That will insure it closes in your favor. It's one of the few seller protections we get from eBay. Nothing else you can do here. Do not contact eBay about this as they may consider that you’re getting them involved, which will cost you another $20 fee. Just be patient and stay positive this will work out.
