OK so i sold a bundle of 4 CPU cooler/fans. They are all the same type of CPU cooler and fits motherboards of the same socket type. They're all push pin coolers. I posted clear images of how the cpu coolers look like, their model numbers, and also clear description of the items. 3 of the CPU coolers are new and have never been used or opened, 1 of them have been used and tested by me and works perfectly. I clearly listed no returns on my listing.
The buyer bought this cpu cooler bundle for $60. I spent almost $20 shipping this package to him. A couple of days later, HE put in a return request for the item. He listed the reason as "doesn't fit". In the request, he stated that when he tested out the coolers on his motherboard, he found out that the motherboard only takes screw down fan cpu coolers and not these push pin cpu coolers. SO THIS IS CLEARLY his fault for not doing his research on the type of cpu coolers his motherboard supports. Also in the request, he asks if he could return the item for a $40 partial refund and he'll pay return shipping. Also in the return request, it stated that this was only a request and i don't have to grant it.
So my questions are:
1) Can i decline the return request? What would happen if i decline? since this seems like his error not doing his research, no problem with my item.
And if i do decline, can he escalate it? Can he provide negative feedback if i decline it?
2) Let's say i feel sorry for him and want to give him a $40 partial refund on this item and he'll pay return shipping for the item. IT seems that there is no way to do this. The only option i see for him to return the item and pay for the return shipping himself, requires me to do a full refund for $60. In which case i would be lose out on $20 of my shipping him the item in the first place + paypal fees.
3) even though it's his error, i was thinking of giving him a $15 partial refund and have him keep the item, but my question is what if he declines the partial refund? would that that force me to give him a full refund automatically and he'll keep the item?
What would you guys do, thanks in advance. BTW i'm not a professional seller or anything, i'm just getting rid of some things in the house, so negative feedback i don't care much. what would be the best move for me in this case? which seems like buyer's remorse to me?

Sellers are not required to give refunds for " doesn't fit" items.
