So many non-payers and returns. New norm?

First off I sell under another ID. I have had more non-payer winners and returns in the past 2-3 weeks than I have in being with eBay when they started - couple of decades. Has anyone else been experiencing this? I am losing $10-$20 on each item in S/I costs even not offering free returns let alone the hassle. And all of the returns are on certified, no questions, coins!

On ebay's help pages, ebay says,

"Remember, a bid is considered a binding contract. That means that when you bid on an item, you're committing to buy it if you win."

But ebay forgot it applies to buyers.
