So many Cancellation requests and Unauthorized use of buyer account

I've been trying to sell 4 video cards and having a terrible time doing so.  First two cards took 3 tries, with one buyer saying he never placed the order and requesting cancellation.

The second two have been a nightmare. 

Card #3 sold to a zero-feedback buyer.  Bought the item, paid instantly, but received a cancellation request less than an hour later.  I cancelled the order and refunded the payment.  An hour later, I received a  "Unauthorized use of buyer account – Transaction(s) cancelled" from eBay.

I Relisted Card #3 and it sold pretty quickly. Buyer paid instantly, and seems to be OK for now.

Card #4 sold to a 100% positive buyer with 90 feedback.  Waited til near the end of the day and didn't get a cancellation, so I created a label and was going to drop it by the post office before 5.  Right before doing so, I received two "Unauthorized use of buyer account – Transaction(s) cancelled"  emails from eBay but no request to cancel from the buyer.  After calling eBay to find out what to do, I voided the label.  Did not do a refund, based on what eBay said on phone.

I Relisted Card #4, it sold quickly to a buyer with one positive feedback.  Within 10 minutes, I received a "We're reviewing a payment reversal" email from Paypal.  The e-mail goes on to say "We recently notified you that a payment you received was made without the account holder's permission, or was the result of a transaction error."  They did not recently notify me, this e-mail was the first I heard about it.  When I go to the resolution center, under case details, it says: "We're reviewing your case and will get back to you as soon as possible.  The buyer reported that someone made the order without their permission. Until this case is closed, we've also placed a hold on the transaction amount."  Under transaction details, it says the address is confirmed, but the seller is unverified.  I went back and looked at my "sold" items on "My eBay" and it shows the buyer is not a registered user when I click on his feedback profile.

What should I do about Card #4?  Is there anything I'm going wrong here?  I feel like there is a lot of fraud happening to be lately.

It I am sure a high scam area.  I have a video card up for sale right now with no takers.  I must be doing something wrong if the scammers dont even want it.

Any thoughts about what to do with the last item?  There still has been no cancel request through eBay.  

Paypal says this on the transaction page:

"What should I do now? 

Ship to the address on this page. Save your tracking or shipping info." 

Is that really the best option?

DO NOT SHIP until Paypal shows OK TO SHIP.  The shipping clock on eBay does not start until Paypal ok's the payment so you are covered.

Just re-read your last message.  I would recommend calling paypal for clarification.  If the payment is under investigation I would want to confirm it's not going to be reversed.

Just wait. PayPal will probably reverse the transaction so don’t ship. They’ll notify you as soon as they Are done with their investigation.

I got the decision from Paypal on Sunday morning.  They decided in favor of the buyer and gave him his refund.  Later that morning I got the "Unauthorized use of buyer account – Transaction(s) cancelled" email from eBay.  For some reason, it still says "Ship now - past due" on my "Sold" page.  

I noticed in the e-mail, it says we will credit all fees except the final value fees.  What is the deal with that?  I have over $250 in fees on my account when it should be $63.  When will this get credited back?
