Don't know who does this. The seller or eBay, but its really annoying. When someone wants to buy something, they will reach out the to the seller themselves .

Why are you looking up individual items? Use the Advance Search (right after the search box on most pages) to see what the items has been selling for in the last 90 days. That way you don't have to open each item to see the selling price.

Because it's nice to get an idea of the competition when pricing an item, particularly if it's a vintage item and you want to see how its condition stacks up to yours.

I wish there was a option say i am watching as a seller and do not want seller offers. Offers often appear within minutes of adding an item to my watch list. Often i decide to not to even list the one i have because of seller offers. They sound desperate and it doesn't inspire me to list one just like it,

Happens to me too, all the time. Just from browsing listings.

There is a setting in communication settings (under offers), which allows one to turn off “offers from sellers” (or similar wording).

Seriously? You really think eBay might be picking a price and sending an offer to a buyer without the seller's permission?

I have accepted unsolicited offers from sellers many times on item I would not have considered buying without the offer.

Offers to buyers are a marketing tool, just like promoted listings, sales, or coupons. The seller is paying to attract attention to his listing by people who seem interested in it.
I would not attribute "desperation" to a promotion. There is a time value to money that is sitting in your inventory, especially in a world where you can make a 5% return by just parking it in a bank account.
Offers often appear within minutes of adding an item to my watch list.
Watching has become a tool for buyers, too. When I see an item I need, I will often watch an item for a couple days and see if the seller makes an offer. About 20% of the time, they do.

Agree ! I'm not even watching the item and they are sending me the offer..I wish they would just quit this practice!

I get them and hate it

I agree 💯 it's annoying and floods your in box, it isn't just the watched items, it's everytime you dare click a listing.
I pray eBay takes this off.

Personally I only send offersfor the items that watched but I couldn't know if ebay send that offer others only look that item. On my send offer page if an item dont have any watcher I wouldnt send offers.

Omg, it makes me not want to ever search for anything. The best thing to do is log out and then search for things.

It's annoying. But it doesn't hurt.
