A person from another country used the US server and sees a item I am auctioning and bids on it and wins. The shipping is $50 but since I have it set to US he pays $7 and thinks that's ok apparently. What should I do?

Is the international buyer haviung the item delivered to a freight forwarder in the USA or did they place an order via the Global Shipping Program?

Your settings are such that they block shipping to international addresses so the buyer wouldn't have been able to bid they have a domestic shipping address. You do not need to ship to them in their country.

The buyer may be using a forwarding service in the US. If that is the case, the ship-to address will be a domestic one. The forwarder then would be responsible for sending it on to the buyer’s country.
If the ship-to address eBay is showing you (once the buyer has paid) is not in the US, then i would cancel the sale using “problem with buyer’s address.” (I see that your shipping information in the listing is set for the United States, as you stated, so it looks like your exclusions are set up correctly.)
Be sure to send a message to the buyer with an explanation regarding the reason for the cancellation. Keep in mind that when a seller cancels a transaction, the buyer may still be able to leave feedback.
