I'm just dabbling a bit with the Single Listing Promotion program to get a feel for how it works.
From the Promoted Listing Overview FAQ:
"Each quarter, Anchor Store subscribers receive a $25 credit and Top-Rated sellers receive $30."
Question:
I've sold two items this month (September 2017) as a result of Promoted Listings, and the Ad Fees total of $3.25 is showing on the Dashboard.
The FAQ indicates that "If you spend $15 on a promoted listings ad campaign in April and your item sells, you will be charged $15 on your May invoice and receive a $15 credit on your June invoice.
So plugging in my data:
If you spend $3.25 on a promoted listings ad campaign in September and your item sells, you will be charged $3.25 on your October invoice and receive a $3.25 credit on your November invoice.
Why such a long wait on the credits?
Will the $3.25 credit come off the quarter that the sale took place ... or the quarter that the credit is issued?

It's a rolling balance.
The credit will always be in the following month.
So if you started in July (no ads in June) and your eBay invoice is on the 1st of the month:
Q3 2017 $30 Credit effective JULY 1:
Invoice Generated August 1
7-1 through 7-31 Ad Fees Due $12
No Credit
Remaining Q3 Credit Balance $18
Invoice Generated September 1
8-1 through 8-31 Ad Fees Due $8
Invoice Credit $12
Remaining Q3 Credit Balance $10
Invoice Generated October 1
9-1 through 9-30 Ad Fees Due $14
Invoice Credit $8
Remaining Q3 Credit Balance $0
Q4 2017 $30 Credit effective October 1:
Invoice Generated November 1
10-1 through 10-31 Ad Fees Due $9
Invoice Credit $10

But to answer the OP's question, why is it that Ebay can charge you a penny instantaneously when a penny listing special is avaialble but takes two months following the the placement of a promoted listing to refund you from a credit you should have already been allowed because of your status, store owner or Top Seller? Did you ever think about how much money that a roughly 60 day period would generate Ebay (site wide) in interest?

I am also interested in the poster's last question, does the credit apply to the quarter in which you started your promotion, or the one that you receive the credit in? IOW, are the first two months never refunded because you didn't have a credit balance until AFTER you spent that initial money for the first two months promotions?

Yep ... playin’ the “float”. Didn’t some well known banks get whacked by the feds for that game some time back?
