Since when did eBay start using the USPS instead of FedEx to ship authenticity guaranteed sneakers?

I just had a pair of sneakers verified through eBay, but they're coming to me via the USPS. 

When did this change? Because I paid $14.95 for shipping, but the USPS shipping service is Ground Advantage and is NOT that expensive ($14.95).

I feel like eBay is duping me out of money.
