The item showed up as
May 5, 2017, 9:13 pm Receptacle Blocked BROOKLYN, NY 11213
meaning that there was a vehicle or some other object blocking the mailbox.
The item is being returned my way but should i refund seller the entire cost including shipping? Since the item isn't returned yet and way clearly thier fault...

I would/have contacted the buyer with the info that the item is coming back and that the USPS notice says receptacle blocked and asked what they wanted to do about it.........and have had one pay the return (it was media) and then the return back.

I never refund return shipping when the item comes back to me. The only responsibility a buyer has is to make sure their address is correct on the payment and to make sure they have a secure location for delivery. I am not going to be out money because they can not manage to get that right.
They might be dead and the mail is piling up in the box. The PO doesn't just send it back, they make several delivery attempts and if they could not deliver it, then they send it back, usually 15 days. The buyer had plenty of time to clear the problem and ask the PO for the item.
Refund original payment minus ship costs and any restock fee , if you have one.

Do not give them any money back.
If the item shows up, then contact the buyer and tell her you will reship if she pays for the cost of the reship. If she says no, refund her less the shipping cost.

Have you tried to contact the seller by email or phone.
There could be a reason, like the person passed away or is in the hospital.

There's a sign by the bridge in NJ that says that. At least, there used to be!

@mojo4prez This is a USPS postal issue, I would go directly to my local post office with a printout of a screen shot showing that message. That is such a bogus message. USPS has been delivering to Brooklyn for a long time so its not the first time a "recepticle" or other obstruction has blocked the USPS delivery ... they have to try again. Buyer probably knows more about this because they live there. They too should go to their post office and complain. Sounds to me like a lazy USPS worker ... come on, local ordinance for recepticles in New York City probably state that they have to be placed such that they DO NOT BLOCK ANYTHING ... the locals would scream and holler if something blocked access to a building or other regularly accessed areas including mail delivery.
So NO, no way would I refund the Buyer because this is a USPS issue pure and simple. And while I was at my local post office I would be advising them I accept cash for the postage I paid because they were going to eat the cost.
