Buyer just purchased my item.
Buyer has 0 feedback and is located overseas.
The strange thing is, buyer account was created today and already purchased my item.
Should i ship it or relist the item or let it go and await for eBay to pay me as normal ?

Not as far as I know, GSP still sends I think but USPS is a no go.
Au and NZ are still in a mess shipping wise.
@tonycstech I agree with katzrul15 - I would not send a Graphic Card off shore.

Could be a "guest" check out...........what does the order status say? Where are you shipping it to (i.e. what country) and how much is the item? (all Q's that would have been important before listing the widget for sale).
When our dashboard says to ship, we ship the item. But I am not selling expensive items to Italy or the Russian Federation, so the answers above would really help. Good luck!

A few things to consider
1. How expensive is the item ie: how much do you stand to lose?
2. Do you use GSP?
3. Which country, some are on lockdown Au and NZ for example?
4. Which country again - some I would flatly refuse to send to.
We all started at 0 FB, but with an off shore buyer I would advise extreme caution.

Looks like it is a $360 graphics card - any particular reason you wish to ship these outside the US?

No reason to ship overseas.
Its just i dont really care where money come from.
If its shipped outside, buyer pays shipping. Otherwise i pay shipping within the US.

Graphics cards are high theft fraud items in the US, let alone outside the US.
In addition, there are several countries I would never sell to (Italy is 1st on the list, followed by a close second to Russian Federation and any entity in conflict turmoil, etc) and many that have weird limits on dollar value in customs, etc.
The time to discern your risk appetite for selling an item, is before you list it. You can cancel the listing, but you will need to accept a defect as a result and for a Seller, not something that is wise to do. Too many and your selling privileges will be done. As a seasoned seller, a little surprised by your OP question.....

Buyer is in Australia.
Already sold to Australia once before.
How can they scam me ? ebay already took the money and is holding it.
Its not like they didnt pay.
I will take detailed photos before shipping it now that you got me paranoid.

They can file a not as described claim and send you back a box of rocks, among other things.

I am the seller.
Not sure why you bring up these "graphic cards scam" as if i am a scammer.
I worry about the buyer being a scammer.

The general tone here is to blame the seller when they get scammed. I don't know what the intent of that poster was but if you indeed click the links you see they have linked to buyer forums for whatever reason.
Things like GPU and iPhones are favorite targets of scammers across the board. You should be worried. Don't let anyone gaslight you about that.
Hopefully it continues to work out for you, but keep your guard up.

Good grief! We're trying to tell you that graphics cards are an item that is high on the buyer scam list, and we're not trying to suggest that you could be a scam seller.
It sounds like you need to familiarize yourself with the scams that are going on, especially regarding electronics like computers and graphics cards, cameras, and phones. This is especially true in shipping them overseas, but also applies domestically.
Read down a few hundred posts here and on the shipping forum, and get a load of the heartbreak and high losses from those who have been scammed on such items. Then make your decision whether to take the risk or not.
Bottom line: NEVER, EVER sell and ship any high-value item that you and your business model are not prepared to lose, along with the potential of losing your payment for it on a forced buyer refund.
