Earlier this month I got this message on a broken laptop I sold for parts
This listing has been canceled due to listing violation. See "My Messages" for more details.
When I checked my messages this is what it states
"We had to cancel bids for the buyer, because they aren't registered on eBay"
I can't see the listing and I can't relist the item either. There's no holds on my listing or selling or purchasing abilities. Is this normal when someone purchases something and then shortly gets suspended?

Yes it is normal when a buyer is suspended that the listing/sale is cancelled and the listing is removed.
The notice should have also said that all your fees would be refunded.
There are no negative repercussions for the seller (other than losing a sale).

Basically, yes. Did you get the note before you shipped? If the product was already sent, and you still take PayPal, I would go the the transaction in the Pal and see if you can screeshot any of the order details (especially the tracking information).

I got the note after I shipped. After I shipped out the item a few hours later I got that message. I still have the note in the paypal account that it was paid and shipped. Ebay also shows that the item has been delivered to them.

You would also still have any of the email confirmation messages that get sent by eBay to the offsite email address that you have associated with your eBay account. Those will still be there even if eBay removes the old listing itself.
