Does anybody else see this orange warning as a permanent fixture in their shopping cart? I see it whether my cart is empty or full of items.

No, not on my shopping cart. Try clearing eBay cookies and logging back in.

Do they actually tell you which item was "revised" and causing the issue. I would wager that they do not.

The first time the message popped up I had 4 items in my cart and it did not specify which one(s) was revised. I checked the listings and the only revisions to all 4 were the quantity available.
I've cleared cache/cookies/history, restarted browser and computer, changed to a different browser, even changed to a different device, but the message just sticks around even when there's nothing in the cart so I figured it was an eBay issue, not something on my end.
Another account did not have the message, but then I added an item to the cart, clicked over to the cart and the message was suddenly there. I checked the item's revision history and there wasn't any.
It's not a big deal, but it's been stuck there for a few months so I was just wondering if it was like that for anyone else.

It has been years since I have purchased anything online, so I started thinking about the ebay shopping cart after you posted this. I've seen comments about a seller advising a buyer about the convenience of using the cart. Wait, not everything goes thru the cart? Why not? Reading info about the cart did not really clear it up.
On another note, I was doing a bit of item research in some stores and clicking on an item photo within a store gave me a quick orange flash lighting up my cart for half a second, but reverting back to the zero count. I was pretty sure I would end up seeing the note you posted in the op, but nah.....my cart is empty (although it doesn't have to be ) That flash of orange sure threw me, though.

The revision warning is important for buyers, but eBay should be showing it at the item level and not as a general message at the top of the shopping cart page.
