I was shown how to ship without tracking because the item was so small by eBay customer service and was told I would not be penalized. Ebay directed me to use the drop-down menu in my order dashboard and state it was shipped, which I did. They said by doing that that eBay would trigger a request to the buyer to let them know if the item was received. Even after the buyer stated that they received the item, eBay gave me a defect. This has happened to me twice with no recourse to have the defect reversed.

and again.................. not a "defect"....................... just a metrics "ding" that will cause a seller to "drop from", or "not qualify" for, Top Rated. Top Rated is a "perk". Not having it is not a "penalty".
"Defects" cause a seller to go into a "red %age" status. Not using tracking does not drop a seller into the "red".
eBay does not "require" a seller to use tracking. If they use it they may qualify for a "perk" (top rated)

How can it be received in less than 48 hours?
Are you marking the item "As shipped" in the drop down menu
in seller hub? If not, You're getting a "Defect" for late shipping.
Shipped or mailed are not the same as
Received

I have been a top rated seller for 16 years & when your rating drops, it is a penalty. Final value fees are raised. Unfair when you have done nothing to deserve a lower rating. Item shipped within 24 hours & received with positive feedback, just not tracking.

Exacty, how can I get a defect for an item as not received within less than 48 hours, but eBay did it?

Final Value Fees are NOT raised, going from TR to AA; only if you drop to 'below avg' will there be a FVF penalty.
You can't get the TRS+ 10% off fees if you are not top rated, but choosing to ship without tracking will do that.
It's a trade off. 10% of $100 in sales because you are way to high in your shipping or 0% off of $1000 in sales?

I belive you are getting a defect for this issue.
Seller hub. You find the order. The drop down menu gives you a list of options.
One of the option is to print a label and produce a tracking number.
Another option, THAT YOU MUST USE if no label is printed,
Is this. "Mark as shipped" You don't print a label or MARK AS SHIPPED then
you just earned yourself a late shipping defect. Which ebay sends you
the message at about the 48 hour mark.

It is the withholding of a "perk". that by eBay policy standards. is not deserved when a set %age of tracking is not maintained.
If you do not do the things needed to be higher than "above standard" then you do not "qualify" for any "perks" associated with a higher rating.
Not getting a "bonus" at work when you do not do the things needed to "qualify" for that "bonus" is not a "penalty".
If you wish to remain "top rated" to get TR-+ discounts on listings that qualify, or a little "Priority" shipping discount for "top rated" then you must do the things the are needed to deserve that "perk".
Some sellers that wish to ship without tracking get another account for those "less than cost effective to ship with tracking" items to maintain that "top rated perk".

OK finally you gave your "real" complaint. Tracking has nothing to do with your "original" post. Your complaint is you do not want to pay for tracking, but you want the discount. Not going to happen.

Even though, why do they give you a defect when the buyer gives a great feedback after receiving the item?
The only drawback for not tracking is that the seller will lose any INR dispute.
The TRS level only applies to US-based sellers. Global TRS does not require tracking.
Rather than asking here, contact eBay through a social media account and ask.

Back when I started buying on Ebay around 2004 I received Morgan Silver Dollars in stamped envelopes. When I started selling, I could do the same thing with no deduction in my metrics. It was common. I shipped one stamped envelope item last October and I was hit on my metrics by a 0.08%. This is minor as my 99.9% of my items are shipped with tracking. Of course you run a risk of a refund, fully understand.

Shipping with a forever stamp is a risk that many sellers take because in the end they
save a ton of money.
Selling stamps (For me) without tracking is virtually risk free. Repeat buyers don't want to get blocked
by sellers for future sales by claiming non delivery on a cheap item. If the item is not cheap
then tracking of course gets used.
Each seller needs to assess his own risk level. My risk level is low with maybe
1 in 500 sales resulting in a INR complaint.
The new ESUS mailing system negates the need to ship without tracking. It can be done for
60 cents tracking included for one 0z. So because of that the forever stamp argument has sort
of gone by the wayside.
But sellers of small cheap items need to realize that they can ship with a forever stamp. They also need
to realize that the only "defect" or penalty they will suffer is the loss of TRS status when they fall below
95% or maybe an INR complaint. And that really depend on the category and the type of buyer.
And who cares if you lose TRS?

What is the ESUS system? Are you referring to the new coin shipping? Also, what is TRS?

ESUS is ebay shipping. A choice for some categories (Like stamps and coins) where you can ship a 1 oz
envelope and get delivery confirmation for 60 cents. That's assuming it meets the criteria and is in the correct category.
TRS is Top rated seller. The benefits of being a TRS is a small (Very small) discount off your
FVFs at the end of the month.

I strongly recommend NOT doing this. It is really good to use tracking because you are knowledgeable on the wherabouts of your package and the pressure goes on the seller to report to eBay if it was recieved or not. If they fail to do that your store can be subject to penalties such as giving a money return to the customer. Again, doing what you did is really not the best way to get across this.
