Weigh the pros and cons.
Pros More buyers are able to buy
Cons International return shipping is very expensive and you can bet if the buyer changes their mind they'll choose not as described to put the return shipping on you.
After you've received 10 feedbacks for selling and it's been 90 days from your first sale you can sign the International sales agreement and list worldwide.

What are you selling?
What is the price range?
Some items are not allowed to be shipped into certain countries.
Selling out of the USA carries some risks. 50% of my sales go to Canada or other countries. There are countries that I CAN'T ship to and countries that I WON"T ship to.
Your mileage may vary.

might decide to limit to local instead of international due to you new and are a scammer magnet.
Folks will be trying to ripp you off just because you are new....

I do international shipping worldwide. The risk is high. If you can't afford to lose it don't do it.

Depends where you are located, if in a country the size of the US then domestic is still a large market for you.
If you are in a smaller country like Sri Lanka or New Zealand then international would be better.
As you only have 1 item listed I would get a bit of experience up before I thought about branching out to international sales.

So I was selling my item for $50 then someone from Norway offered to pay $150 for it. I was wondering if I should accept or decline.

With zero (0) feedback and one item listed you have no business even considering international sales. I stopped selling outside the U.S. six years ago.

Of course its a scam....why would a person pay $150 for item you are selling for $50. There are many different types of scams going around. If you get scammed there is no protection.
Do you realize that customers can "reverse credit card charges" after they receive your item?

If you are as new to eBay as this account indicates ... then I think you should start off selling some inexpensive items only within the US. [Actually, you really should BUY some stuff before listing anything ... so that you have a feel for how eBay works.]
Also do a LOT of reading in the Selling Boards so that you have an idea of what kind of issues/scams you are likely to encounter.

yes. I got 2 scammers, one offering for $100 even thought the price was $50, and the other offering for $150 from California.

A buyer offering substantially more for an item is a red flag usually. An exception would be that the item is at auction and a buyer doesn't want to wait for an outcome. Such offers can be an indication the auction will do well. They may offer more as an enticement to the seller to end the auction and sell to them. In such circumstances, i decline the offer knowing the bidding is likely to go higher. If i am auctioning an item, i let it run its course.
