I sold and item that was not described correctly and I decided to refund the client. I have been trying to find out how can I buy a return label from ebay to be sent to the buyer? Also since I already refund the money how can I obligate the buyer to send the item?

It's too late to get a return.
When a NAD claim is opened, you can either issue a refund (without return) or send (through the claim) a prepaid return shipping label. If you'd sent the label, the buyer wouldn't get the refund until after tracking showed it was delivered to you.
Once you refunded, the label option is gone and the case is over. Buyer gets to keep the item and got the refund.

oops...
there is a designated sequence/protocol when a buyer wants a return/refund....
not sure if you can rectify the situation after you already refunded.....hopefully, someone can chime in and help

eBay is not going to be involved but that does not mean that buyer and yourself can not work at a way to return the item to you. You can buy a shipping label from different places that sell labels and addressed it from buyer to seller and then eMail them the label.

Since you don't accept returns, the buyer is not obligated to return the item. If I were you I would start accepting returns & pay for the label. That way if the buyer doesn't return the item, you're not out any money. Never refund until the item is returned to you. Lesson learned. Sorry.

Sounds as if the buyer simply complained to you, rather than opened a case and you just refunded.... If that was the case, no way to send a label from ebay now. Proper procedure would have been for you to tell the buyer to open a return case on ebay......then you would have had an option to send a label for return.....and after you got the return, you could have refunded.
As said, you can send a label from paypal (or another entity) but the buyer may not send it back now...since they've been refunded.

The fact that the seller doesn’t accept returns has nothing to do with this situation. When a seller refunds outright rather than asking for a return first, eBay does not obligate a buyer to send the item back regardless of their return policy. As other posters mentioned, if the seller had accepted the return, it would have been possible to issue a label.

You may not need to worry about a return shipping label.
Bad news:
Because the buyer is not obligated to return the item since he's already been refunded.
