Ok, what is the difference between Parcel Post Ground & Parcel Post Select? Is one better than the other to ship oversized (per post office) boxes? Delivery time is not important.

USPS Retail Ground
&
USPS Parcel Select Ground ?
Quit a while ago, the one service was called USPS Parcel Post.
USPS split that into
a retail service (pay at your PO)
and
a commercial service (pay online).
eBay no longer offers Parcel Select shipping labels, but other online services still do ...
Paypal shipping, stamps.com, pirate ship.com, etc.

If you can get past using a economy service, check the price for UPS Ground for larger or heavier shipments. They may have the better pricing and service if UPS is an option for you.

I see you can print out a label for UPS Ground from Ebay's label page. Can you use the post office to mail or do you need to take to a UPS location? Also is there additional paperwork if you print the UPS Ground Label off of ebay?

Labels print the same but they have to be dropped off at a UPS location. A lot of the little Pack N Ship places are UPS drop spots.
There is no additional work printing a UPS Ground label.

Confusion arises because neither of those is the correct name for any USPS service.
The service formerly known as Parcel Post is now called Parcel Select Ground when purchased online, and as Retail Ground when purchased at the Post Office counter. Both services have a size limit of length-plus-girth up to 130 inches, which is far larger than the 108-inch limit for other USPS services.
