I sold an item, and I have clearly listed shipping fees, $ 8 for domestic and $ 30 for international.
I have also clearly mentioned that prior to buying the buyer should contact me for an exact quote, but someone ignored it and paid already including the domestic fees.
And if I look at the overview, it only shows domestic fees, so in a way I can see that it can be a bit confusing.
Anyway, I contacted the buyer, but no reaction yet, so I decided to contact Ebay via chat, but that's horribly non-functional, when I ask for a live agent, I get the call-back option, but guess what, that only works for USA an CA, not for Holland where I come from, and the live agent never shows up, anyone else encountered this problem?

Quote for what? If you list it with shipping fees, it'll show whatever the appropriate fee is based on the location the buyer has set up on eBay. If you want to be able to set the shipping fee based on their location instead of a flat $30 for international and $8 for domestic, set up calculated shipping or use a rate table. You can't change the shipping amount after their order per eBay's rules, unless you're providing a discount.

As brightlightbookseller mentioned you are basically using flat rate shipping cost for both domestic and foreign shipments which you cannot change after the buyer has made the purchase. If you want to set shipping base on location use calculated shipping. One other interesting observation. You are in the Netherlands but when I look at the following listing the shipping cost I see would have been $8 and I am located in the US which I am assuming would have been an international shipment.

If a buyer makes a purchase on their cellphone or iPhone...all they see is a title and a photo(s).
This is the new norm.
Leaving instructions will not be seen on the item for sale immediately.
And the description will not show up either unless you scroll on the item for sale and click on a description site.
And buyers are not required to answer emails from the seller.
Sorry about the mistake...but we have all made mistakes when starting out.
It does get better...just keep selling.

So you are using a flat fee I see. When you do that it means you are willing to ship to any part of the country for that price. So you cannot charge more than that. If you want exact shipping you need to use calculated shipping and not flat rate.

Uh yeah that is how that works when you use a flat shipping fee. You are saying you will ship anywhere in your domestic location for $8 and anywhere internationally for $30.
You literally cannot charge your buyers more than the $8 or $30....

The domestic shipping fee is the fee to the USA. US buyers who are logged in, see only that $8 fee.
I am afraid that you have misinterpreted how Ebay determines shipping fees.

We non-US sellers can list on eBaydot COM, but we can only use Flat Rate Shipping.
And "domestic" shipping is US shipping not the Netherlands nor (in my case) Canada.
So if it costs you $30 to ship overseas to the USA, that would be your "domestic" (USA) rate when you list on dotCOM.
If you also want to ship to the Netherlands and that costs you $8 that Flat Rate goes under International Shipping
Which is where it gets complicated, because there is no specific choice of Netherlands, as there is for Germany or France, and you would have to choose Europe, which puts your Flat Rate of $8 for shipping not only to your own country but also to Romania or Malta.
I'm in the same position in Canada.
What happens if you try listing on the German site? Are you still stuck with using Deutsche Post rates for domestic with domestic being only Germany?
