Why did my buyer only pay 7$ of the shipping when the actual cost i had to pay for shipping was 17$ i had to pay 10$ out of my profit on the item and i selected buyer pays calculated shipping?

Because you understated the weight and dimensions.
Calculated shipping is only as good as the data you provide.

When you list an item to sell, you need to know the measurements of the package and the weight. Then you need to make sure to put those correct numbers into the listing. Sometimes ebay "auto-populates" those fields based on similar listings, but you need to make sure the numbers are correct for the item you are listing.
In this case, whatever numbers you used in your listing were wrong, so the buyer was under-charged and you had to pay the excess.
Also, ebay offers a shipping discount when you buy their labels. Make sure your listings are set up to show the retail rate and not the discounted rate. If you go buy a shipping label at the post office, you'll be charged the full retail rate.

You set a flat rate shipping charge of $5.18 (USD)/C $7.21 for shipment to the US.
