When I list an item as "+ Shipping (Buyer pays) does the buyer see eBay rates or In-store rates?

Buyers see retail rates. Any discounts are for your eyes only and your choice how you use them.

I just learned the other day that I could set my settings under shipping preferences so that the buyer could get the discounted rate that I get as a seller.   Other wise they get the retail rate.

By default, the shipping calculator in eBay listings will show the retail ("in store") rate.  In your site preferences, you can change this to show online ("eBay") rates.

 

The 3 services that are not affected by this option are Media Mail (always at retail), Parcel Select Ground (which is an online-only service), and Retail Ground. The last two services used to be known as Parcel Post.

The buyer ONLY sees what you enter on the listing as the cost for shipping.
