I sent an item to a buyer, which was marked "return to sender" and shipped back to me. The buyer contacted me with an updated shipping address and explained what had happened. No problem. I'm happy to ship back to the buyer. My question is: how do I charge the buyer for the new shipping label?

You can PP him an invoice for return shipping.

Since it is a completed purchase your can send the buyer your Paypal address. Otherwise you would have to relist the item at a high price with the best offer enabled and tell the buyer the buyer to offer the shipping price that you determine after the fees you have incurred. And since it was a return to sender you also have the option to refund less your expenses and then just relist the item.

Who marked package "return to sender"? If buyer did, then watch out.
I would cancel the order due to wrong address.
Relist the item.
Have buyer buy it again. Ship to new address provided by eBay - not by the buyer!!
Of course you will pay fees twice this way but it will work.
Or you could send buyer an invoice on PayPal. Buyer could still claim item not received.
Only ship to addresses provided by eBay!! If not you could be on hook for item not delivered.

They lost eBay protection when they refused delivery. They can send you money to reship. If they don't then deduct the shipping and refund their payment.
