Shipment set as domestic, but winner is from Netherlands. How come user was still able to bid?

I was hoping to ship out my laptop today and receive payment, but the winner ended up being from Netherlands and a new user too. I thought by setting shipment to Domestic; only domestic users can bid on your auction?

 

Now I have to relist and wait another few days...

Because he could have the laptop delivered within the US.........to a friend or reshipper........

Shipping location and member location are two different things. You can't block an international member if they use a US "ship to" address.

Why do you have to relist it? Did you cancel the transaction? Base on . . . ?

 

Looks like you haven't sold anything on this member id/account for over a year. If that's the case, you might want to brush up on some of the finer points of selling.

All buyers whether international or domestic have the ability to designate the ship to address at the time of payment.  It does NOT have to ship to the address in which a buyer has their account registered at.  

 

In your Site Preferences, under Buyer Requirements there is a setting you can select that blocks international buyers that do not have a US ship to address.  

 

It is highly likely that your buyer set up a US ship to address in their account and that is why they were able to bid.  When they pay if the address is to an international address, just refund it and cancel the transaction with the reason, a problem with the ship to address.  But it is likely when they pay it will be a US address.

You should still be able to set your Paypal preferences, to reject payments from non-U.S. banks.

 

If they can't pay, it doesn't matter if they use a reshipper, or whatever...

Except that the buyer can still purchase as they aren't breaking any Ebay rule.  The seller refusing to take payment is preventing the buyer from paying.  Not very ethical.

 

So how would you handle the sale you have in Ebay?  What are you going to do with the buyer and the transaction?

When receiving an international payment, the fees are 51% higher than a domestic payment. (4.4% instead of 2.9%). 

 

The PayPal block against cross-border payments is available to sellers for reason and there is nothing "unethical" about using it and choosing not to pay higher fees. (Whether that is a wise business move is a different question entirely.)

 

This is really just a the high-tech version of what most US sellers did in the early days, when sellers required that checks and money orders be in US funds and drawn on a US bank.

 

As for what to do - if a buyer does not pay for an item, isn't that what an unpaid item dispute is for?

Simply stating that you ship to the United States doesn't block buyers in other countries from bidding or clicking on buy it now.  It will prevent them from paying unless they have a US address or unless you add a shipping cost to their country.

 

 I'm in Canada and if I look at your listings it says that you 'may not ship to Canada'.  You need to check off the block that another poster mentioned. To do this go to the following link and check off 'block buyers with a primary shipping address in a country that I don't ship to' and then click to apply that to current and future listings.

Once you have done that, an international buyer will only be able to buy from you if they have a US address for you to ship it to.  On your listings they will see you 'do not ship to xx'  or they may not see them at all.
