First of all, I have my own ebay account, plus one at a retail store.
On my own account, I usually get about 6 return requests a year, at the retail store, maybe about 1 a month.
In the last month, I've gotten 3 on my account, and another 3 on the store account (very low sales there recently and it seems every 3rd sale turned into a return in the last month).
Buyers don't even contact us if there is an issue (we say right in the listing to contact us before opening a return), and just go to the return.
Has there been a change in something? Is the website hiding our descriptions? Is there some kind of new scam out there?

Hopefully things will turn around and this will only be a blimp. But I do think we've become a "return entitled" society.....not only on ebay...... and some buyers just want the refund, they don't want any discussion..............

I had 3 returns in only 2-3 weeks myself. Different than the average (1 per year).
Although, one return sold for double once relisted. LOL.

Ebay is encouraging customers to return their items. I have received multiple emails from ebay showing me items that I have looked at and they promote the seller that has FREE RETURNS. Then under the promoted listing they show the other items that do not have free returns. It is as if ebay is encouraging you to return the item for any reason -- don't worry.

It is truly disturbing when this happens and it isn't normal for you. But there just are times that it does happen.
For me it is the rule of threes. That old saying, I forget how it goes. But when we have an appliance around the house start to act up or die, my husband and I just cringe. We've been married for quite a while and I'm telling you it always happens in 3's. One breaks and within the next couple months there will be two more. Darn expensive to be sure.
I'm at the start of this cycle again. Our stove just broke and so we are replacing that before it is time to cook the turkey. I'm keeping my fingers and toes crossed that this appliance break down will be the exception to our previous experiences with the rule of 3. Bad Bad time of the year for this to be sure.
I do hope you have seen the last of return requests for awhile and that the balance of the holiday season goes much smoother for you.

And yet another one. Device sounds like it wasn't configured properly. Instead of asking me "what do I need to do to get this working", its "hey this is defective and I want to force you to pay to ship it back."

It seems like nowadays, it is a more matter of getting something that one doesn't have to get their hands dirty on, or their mind cluttered with, how to get it set up correctly. Everything one buys is supposed to fit, work, be the right color, make one beautiful, teeth white, red-carpet popular and look intelligent, too - or, your money back.

Not only encouraging returns for items for which you have already paid, but also encouraging cancellations where the seller will not be credited PP fees on returns and cancellations.

It is just eBay's way of competing with Amazon.

I have my suspicions that it could be people behind Paypal. They are making good money on returns by keeping the fees.
When Paypal implemented the no return of fees, I was getting people taking my email address and sending me some large and some small Paypal payments for nothing. They didn't purchase from me and they don't respond to my inquiry as to why they sent me money. I had it happen about 9 times. Had to call Paypal and have them send the refund and issue my fees back due to the fraudulent payment. They had no answer as to why this was happening. It took that many phone calls to finally have a representative tell me how to block payments.
Under account settings, payment preferences, update, block payments for users who: put a check mark in both boxes there. Just in case anyone else has this same issue. It certainly is suspicious!

Conspiracies are rarely true. Now if returns had not been an issue prior to the implementation of the PP change, then maybe there would be some validity in that. But returns have been a real issue for sellers for a long time and none more than in the past year.
Prior to the change you could have done any refund you needed to yourself and get your fees refunded.

Which blocks are you talking about specifically.

I know that refunds are always an issue. Just found it interesting that macman4623 was seeing an increase in returns since the new Paypal policy.
My issue was different but also suspicious. I have been selling for 14 years. Never did I get random Paypal payments from anyone who did not buy anything from me until Paypal implemented keeping the fees.
See attached image. I put a check mark in those 2 boxes. This also means you can not receive payment from family and friends. So, when my son sends me his phone payment, I un-check the 2nd box so he can send the payment, then go back in re-check the box. This has stopped the false payments and saved me the headache of calling Paypal every time I got one to get my fees back.

Glad you got that edit in. I was going to say did you mean to post that pic. LOL
It still would make no sense. PP would not make more money by getting involved in this. That would require PP to be conspiring with a some buyers to purchase stuff from Ebay sellers and then return the items. Why would PP have any need to do that. When someone purchases something using PP there is a fee as we all know. That fee doesn't increase because a return is process. The fee is the same whether there is a refund / return or not.
So while PPs sales will increase because they are no longer giving credits on refunds, to cause refunds/returns to happen would do nothing but cost them money as there would have to be PP employees involved in conspiring with some Ebay buyers. Personally I can't see any reason this would ever happen.
That block should have no net affect on this random payment issue you have. I honestly have never heard of that problem, but this block you have pic'd won't stop that. It may be a coincidence that they have stopped.
The first block you checked will prevent International buyers from being able to pay you via PP.
That could be a problem as you can't block them in Ebay. The Ebay allows International buyers with a US ship to address to purchase from sellers that offer US shipping. You can't block them in Ebay.
So this block you have checked will prevent them from being able to pay, but it doesn't mean that the Ebay transaction doesn't exist. You are just preventing the buyer from being able to pay. So now you have a transaction in Ebay that isn't paid for by no fault of the buyer. So now you will need to cancel that transaction and there is no appropriate reason to cancel this transaction except for a seller reason. The buyer has done nothing wrong. But you are purposely preventing them from being able to pay. So that cancellation will cause a defect on your account if your file it properly.
That second block, I don't know what that is, so I can't offer anything on that.
