Setting up new selling account. Have questions

I need to sell some of my personal clothing horde so decided to sell using my buying id. The process to start selling is SO much more complicated than I remember.

First I did figure out how to get to the advanced listing form. Phew.

Second it won't show me my seller dashboard until I list something so I'm not sure how I'm supposed to set my seller preferences. The two I'm struggling with right now are

Combined shipping rules where I set up shipping costs for additional items

Buyer settings so I don't get buyers from overseas (there is one in the listing itself) or buyers with a history of a lot of violations.

It might have since changed, but I remember that I had to have 10 sales before ebay showed me an updated dashboard.

It won't show me a dashboard at all. There's nowhere for me to set up my selling preferences and I can't even add a credit card to my account. Hopefully I can do all those things once the listing goes live but I'd really like to have combined shipping in place.

Oh and every time I save my listing it smooshes all the description together and loses my formatting.

I am not liking this "new and improved" seller experience.

Your preferences should be under
My ebay>Account>Site preferences (Not the dashboard)
From the site preference map you set up combined shipping , shipping preferences to exclude international,  buyer requirements also
everything is under there to set up

I ended up listing an item. Now I have access to all the preferences. Seems kind of backwards to me.

Credit card goes under
My ebay>Account>Personal information
There is a spot for Financial Information

It seems like they've changed all the procedures for setting up your selling account and they don't actually allow you to provide any information until after your first listing goes live. Not sure how that's an improvement.

Thank you! The problem was that Ebay did not give me access to set any of those things until my first listing went live. Not unless there was a weird back door somewhere I couldn't find.
