Setting up multi-buy Promotion

I would like to set up a Buy 2 Get 1 Free listing where the buyer can NOT  buy less than 2. How can I do that?

my suggestion would be to use the volume pricing section at the bottom of your create a listing page.  only problem is if you give them 1/3 off each item if they buy three or more, they might buy four or five. Really, you have the same margin, just have to worry about shipping weight and the price jump over 1 pound.

How does volume pricing does restrict a buyer from buying 1? I played around with it and doesn't seem to.

I don't have experience with volume pricing (i.e. if you buy 3 it's x/per item). From what the OP is saying you want a sales promotion. I've done plenty of Buy 3 get 1 Free, which is what the OP wants basically. But you cannot restrict the buyer from buying 1 unit like you are asking. I've never heard of a promo with those terms.

You're essentially forcing the buyer on getting 3 items ultimately, not 1 or 2. So why not just list a pack of 3 for the price of 2 and be done with it? For instance, they cost 5 dollars each... but make the listing for 3 pack at $10.
