I don't know... maybe it's just me, but it seems to me that a statement like this as the first line in an item description is just begging for trouble. Not to mention a very rude surprise when someone does return it for "Item not as described". All they're doing is pointing out that INAD exists as a reason for return.

not only asking for issues, but technically ebay can remove that from description or hide the listing from search if they wanted to.

Hopefully most legitmate buyers are astute enough to stay away from sellers like this. Reminds of electronics listed as working but no cord is available or listed as untested but a cord is included.

That is a surprise. As a top-rated seller he/she should know this isn't going to fly but with all the scamming taking place these days I can fully understand the reason for trying. There is also no way it is going to protect them from a chargeback.
