What is the step by step process in EBAY to send the correct item to the correct person and I pay for priority shipping?????

The "by the book" ebay method is to have the buyer file a NAD (not a described) return.
You pay for the return shipping.
When you get the item back, you refund the customer.

What most of us here do is ... send the customer the correct item and let them keep the original/wrong item, after all it was your mistake.
Of course, that would depend on the value of the item and if can afford to do that.

eBay doesn't ship the item to the customer. The seller does.

You didn't give a lot of details about what happened or where you are at in this process, but I'll try. I will assume you don't have the item back yet from the incorrect buyer.
I take it from the title of the thread, currently the item you need to ship is on it's way to the wrong buyer. If that is the case, contact the incorrect buyer of the item, let them know you made a mistake and ask them to refuse the package so it will come back to you.
Also contact the buyer that was suppose to get the item and let them know you made a mistake. As soon as you get the item back you will reship it to them Priority mail.
Be honest with your buyers.
You will likely be fine as long as you communicate with your buyers and keep them informed with every step you take.
Most of us have done this a time or two. I remember when I did it and both my buyers worked very well with me and we got it all sorted out.
