Sending survival ration from Spain to US

Hello all. I was trying to sell a survival ration and send it from Spain to US through UPS. 

UPS customs agent asked me for  veterinarian certificate due to the survival kit contained animal origin products (like fish or pork in metal cans). They initially asked me for HS codes but then went down asking for the veterinarian certificates for items of animal origin. Has anyone had any experience of how to send such things from Europe to US ?

Shipping food items to other countries, you need to check and see what is required to ship to those countries before deciding to ship to them.

Whoever you sourced your items from should be able to help.  They're looking for proof the animals were not infected with hoof and mouth disease.  It's done to protect agricultural industries.  Most countries have similar requirements.
