What criteria does Ebay use when they suggest that offers should be sent to prospective buyers.

1 - The buyer must have their account settings allow offers to be sent

 

2 - The buyer must be either watching the item or have it sitting in their cart, in the cart it must be there for at least x days before offers are enabled

 

There may be some other criteria but those are the main ones.

They need to be a watcher of your item.

Are you referring to sending offers to interested buyers? If so, it is determined by buyers either watching the item or clicking the listing and viewing it.

I believe that the offer has to be at least 5% off the listed price.
