Sending offers to buyers

I would like to send offers to buyers, but I don’t understand why some items aren’t eligible. I have a lot of watchers on some items, they are “buy it now or best offer “ . Do I need to list differently?
Can anyone help? Thank you!

You can only send offers when there are interested buyers eligible to receive offers. Some of the reasons watchers may not be eligible:
- They already received an offer on that item.
- They turned off offers in their communication preferences.
- They are on your blocked list.
- They are old watchers, not recent watchers.
and the list goes on...

there is an active glitch happening on some seller's accounts. i was the first to report it and, as of 3 days ago, there were 20 additional accounts that had tickets with this same issue, per a rep i spoke too. if you click on "listings with watchers" and click them ALL, and click "send offers" a box comes up showing all of them. sometimes, some will actually show eligible and you can send offers. if you then click "send automated offers", sometimes additional items will show eligible. i currently have over 120 items that have this and the number changes every day, depending on the number of items someone adds to their watch list. i recommend reporting the issue. the quoted date of repair on this issue is AUGUST 2025. the agent said it's a server issue and hopefully it won't take that long.
