Sending invoice to international buyer

Someone in Hong Kong bought a t-shirt from me. eBay tells me to send an invoice. When I try to send an invoice, eBay tells me that invoices cannot be sent to international buyers. Does that make sense? How do I get paid?

You ship with eIS you don't need to send an invoice. The buyer knows what needs to be paid.
It would be a good idea to make all your listings immediate payment required so this doesn't happen in the future. 

If 96 hours pass without payment you can cancel the transaction citing buyer didn't pay.
