Send offers

Ebay somehow picks up items for sale that do not have OBO on them, groups them up with those that do, and allows sellers to "send offers" to potential buyers on both types of GTC listings.
Being that most of my listings are GTC and while some do have OBO and others do not, I don't want those without OBO to be included in the mix to send offers to buyer as that is already the lowest price I am willing to part with them. Does Ebay have any way to prevent this from happening?

The filters used to let you only see those with Best Offer Enabled and that were Eligible to Send Offers, but I don't believe you can do that with the current filters.  Fortunately I bookmarked the link when it was an option, and that bookmark still works:
