Send offer but no one to send to?

Why do I have a send offer and then a no one to send it to message? smh

What I have noticed is that when eBay says a item is eligible to send a offer the items are Buy it Now items that have Watchers. A Item can be unwatched at any time. So maybe the item was unwatched before you sent the offer.

They don't even have to watch, they could just view the listing or add it to their cart.

To be eligible a buyer needs to have it in the cart for several days, add to their watchlist or simply view the listing page for an extended period of time (or multiple times).

If you (or eBay auto) have sent an offer to that particular buyer recently they won't be eligible to receive another offer (same item) for some period of time.
