Best advice I can give is DON"T DO IT.

eBay will interpret that as attempting to sell outside of eBay and you run the risk of having your account restricted. Only send offers through eBay's email system.

eBay doesn't allow that.  You can not send an invoice until there is a sale recorded by eBay.

What you can do is, if the buyer has sent you a CONTACT SELLER message, you can SEND OFFER to the buyer from your messages INBOX.

The buyer can then review that offer and accept it or not. If the buyer accepts the offer, then he selects PAY and pays for the item.

Stop. You're selling highly-scammed items, and your supposedly interested buyer is evidently trying to get your email address, which allows the scammer to send you a completely fake payment notification, directing you to ship and upload a tracking number (somewhere) before funds will be deposited in your account. That's not how real eBay sales work, and of course  no money will ever appear.

You do not need to email an invoice (or anything else) to an interested buyer. That can all be done within eBay and without revealing your offsite data such as your email address. All your listings for infant formula have Best Offer on them, so all that needs to happen is that the buyer submits their offer via the listing, you accept it, and they pay as usual. They do not need your email address and you do not need to email anything to them. You can send an invoice from within eBay if they are asking for one, but otherwise they should be able to pay for the item as soon as you accept their offer.
