How do I send my buyer a return label after the refund has been processed? If there was an option at approval time, I missed it.

There is some detail missing in your post. Did the buyer file an official case with eBay such as a return request or did they just ask you for a refund through a message? If they filed a case how did you respond or what option did you choose? Generally you issue the shipping label and wait for the buyer to return the item and you have it back before you issue the refund.

To be honest I don’t remember too many details. The request came through eBay and I said yes refund it. But a week later I asked the buyer when he planed to send the return, he informed me that eBay told him I needed to send him a return label.
Now I’m stuck.

You can go to PirateShip and create an account and shipping label. Easy peasy.
Save the label to a file and send it to the buyer in a eBay message.

Why are you refunding before getting the item back?

If the money has already been refunded, then yes you are stuck because the buyer has no incentive to return the item.

After a case for refund is open you should APPROVE THE RETURN. Do not issue a refund until you receive the return, unless you do not want the item to be returned. If you refund first, eBay will consider the case closed and will not expect the buyer to return your item.
I have never personally sent a return label to a buyer. When I accept a return, I let eBay issue the buyer a return label (at my cost).
Since you already refunded the buyer, you can print a return label and mail it to the buyer (use pirateship.com or other source) OR have the buyer purchase and reimburse buyer cost using PayPal.
Buyer is under no obligation (to eBay) to return if you already refunded the buyer.

Generally there are a couple of options when you respond to the request one of them being "offer full refund upon return of item" or something to that effect. You may have selected the wrong one telling eBay to refund them and indicating you did not want the item back.
At this point buyer already has their money back but is sounds like they are willing to return the item. lakefor94 provided the best option since at this point you cannot provide the label directly through eBay.

Don't take it too hard I have been here a long time and eBay is a constant learning experience. Things change on eBay so often that I learn something new almost every day.
